Update: managed to solve the issue by creating a file called .name in the .idea folder, containing a one-line name for the project. Thanks to Andriy Bazanov here: https://intellij-support.jetbrains...

Having the same issue (for the same reasons) in phpstorm version 2023.3.3 on Windows, and this solution no longer seems to work; pleas help if you know a way to solve this.
