Can't compile after update?

Flex 4.6 project. Source control via TFS.
2016.2.2 compiles fine
2016.3 shows "(Access is denied)" for resources about 2,800 times and will not compile.
Anyone have suggestions?

Please provide idea.log and build.log files (https://intellij-support.jetbrains.com/hc/articles/207241085). Enable debug logging for build.log.
