PyCharm Start Failed

There is a power outage this morning and I reboot my computer. After that, PyCharm start failed. It worked well before the power outage. The error message is shown in following picture:

Hi, Thank you for contacting JetBrains support. If the issue happened due to power outage, probably some settings got corrupted. Please delete/rename the settings directory which can be found according to: https://intellij-support.jetbrains.com/hc/en-us/articles/206544519 It should solve the issue, but unfortunately some settings will be lost. You can try to delete only the plugins directory first, and if that doesn't help, delete the whole settings directory.

I have the same problem for pycharm and intellij idea  and i don't know to to fix it may you help me or if there is an video explain how to fix it I would be glad

Please try a clean reinstall from https://www.jetbrains.com/pycharm/download/ while also deleting directories belonging to 2021.x and previous versions:

PyCharm 2021 directories
PyCharm 2020.3 directories
