Intellij Jetbrans does not start in Windows 10

Hello there,
For a few days, I have had problems starting up my Intellij. If I start from the bat file, it works perfectly with no issues and there's no exception in the command line that point out to have a problem but if I do it from the Start menu or another shortcut, it does not work.
If I delete the application folders in Roaming and Local folders it works but I lose all settings and configuration. I have this issue with the current stable version and with 2021.3 RC.
Do you have any idea why is this happening?

Such issues could be caused by antivirus/firewall. Please try with it disabled or make sure that IDE settings directories, IDE installation home, IDE executable and project files are excluded from the scan.
Also check the Windows event log for this time for subject of errors/warnings.
