Running into this issue today.  Going to the Registry in WebStorm, there is no js.debugger.node.use.inspect key in that registry.  So 2.5 years from first report and this issue is still not resolve...

Sometimes, like just now, the number of times it succeeds in step 1 after restarting WebStorm is 0.
