IDEA supports NetBeans-style custom folding regions (https://ui.netbeans.org/docs/ui/code_folding/cf_uispec.html#custom) and their 'defaultstate' attribute. That looks like what you need.

Does manual resizing of quick doc window help? If it does, this is a known issue - please vote for https://youtrack.jetbrains.com/issue/IDEA-121657. If it doesn't, please raise a new ticket.

Setting mentioned by Mark limits only the size of HTML/RTF content flavors when copying from IDEA to other editors, supporting rich text. Even if the limit is hit, plain text flavor won't be trimme...
